 Technical Assistance 


The overall objective of the DPIR team’s work with regard to Technical Assistance (TA) is to better understand what approaches to the provision of TA personnel have worked best and why and, on the basis of this analysis, to identify the implications for International Development Agencies (IDAs), partner country representatives and field practitioners in their future planning and management of TA.

We hope to feed into international policy discussions on TA and particularly on how the provision of TA personnel can be used to complement other aid modalities, such as sector-wide approaches and budget support, to increase their effectiveness and develop capacity. Our current work builds on previous studies on pooling of technical assistance and focuses particularly at TA in the context of changing aid practices.

  • The EuropeAid has asked ECDPM to assist in the drafting of a strategy and the formulation of a work plan on how to deal with technical cooperation (TC) and PIU's (Project Implementation Units) in the context of the current discussions on aid effectiveness. The results are now available at the EuropeAid website. Read more
  • ECDPM has finalised the study “Provision of Technical Assistance Personnel — What can we learn from promising approaches?” on the future demand for technical assistance and how TA personnel can best be mobilised, used and managed to strengthen national capacity. This study was commissioned to contribute to the current discussions on aid effectiveness and capacity development by seeing what initiatives are being taken to improve practice in relation to TA personnel and by learning about what works. Financed by Denmark, Australia and Germany, the study included field research in Vietnam, Mozambique and the Solomon Islands. In 2006, the Austrian Development Agency commissioned us to carry out an evaluation of the technical assistance programme run by HORIZONT3000

BTC: Changing minds and attitudes: Towards improved Belgian technical assistance
The Belgian Technical Cooperation (BTC) has asked us to provide them with information on international trends in the provision of TA, current policy discussions on the topic and implications for how BTC can provide TA more effectively and efficiently.

TA pooling: ' Tools and lessons learned: A brief review of recent experiences'
we produced an update for DFID Zambia with lessons learned from recent TA pooling experiences in different parts of Africa

Six-country study on pooling technical assistance
In 2001/ 2002, the Dutch Ministry of Foreign Affairs asked us to look at how the pooling of technical assistance could be used to support new aid modalities and promote harmonization and alignment.
