Since 2002, the European Centre for Development Policy Management (ECDPM) has been involved in a study on Capacity, Change and Performance. This study is done under the aegis of Govnet, the Network on Governance and Capacity Development of the Development Assistance Committee (DAC). It focuses on how organisations and systems, particularly those in developing countries, build their capacity.
One of the issues which emerged from the study is how to monitor and evaluate capacity and capacity development. During a workshop that was held in the Netherlands in March, different approaches to monitoring and evaluation (M&E) of capacity development were discussed. The preparations for the workshop, as well as the discussions during the workshop, have fed into a draft mapping of approaches to M&E of capacity and capacity development. In this document, fourteen approaches towards monitoring, evaluation and reporting are described:

The document describes and clusters the fourteen approaches using the following questions:
1. WHAT are they monitoring/evaluating?
2. WHOSE capacities are they monitoring/evaluating?
3. WHY are they monitoring/evaluating?
4. HOW are they monitoring/evaluating?
We want to stress that this mapping is unfinished, both in terms of completeness and depth of information. This is why we would like to invite you to have a look at it, and to share your ideas and experiences on these or any other approaches to M&E of capacity and capacity development. We have listed five questions below. Please share your comments by filling in the boxes which you will find below this message. There is no need to register for anything.
